These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with American Federation of State, County, and Municipal Employees (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5.

NUMBER OF VACANCIES: 1

ESSENTIAL DUTIES:

Examines detailed accounting records and reports requiring in-depth analysis of fiscal and operational practices to determine compliance with contract specifications, FAA regulations, M/WBE, DBE and ACDBE contract compliance; and bond indenture requirements
Interprets ordinances, contract specifications and reporting requirements to section managers and vendors/contractors

Interprets contracts, calculates overhead rates per contract specifications, including union wage differentials

Audits invoices, journals and bank statements to ensure compliance with funding source and contract requirements and recommends corrective action for contract violations

Computes taxes owed including penalties for businesses found to be in non-compliance with contract provisions

Organizes and analyzes financial data; prepares spreadsheets, and prepares summaries of audit findings for inclusion on comprehensive reports

Acts as a liaison between the vendor/contractor and the Aviation Contracts section to resolve issues regarding contract language, including annual increases to contract rates and approval for additional scope requests

Verifies aviation funding (APRF/Release) is available to pay invoices and ensures that proper funding sources are utilized

And, other job related duties as assigned

Hours: 8:30 AM – 4:30 PM

Qualifications

Graduation from an accredited college or university with a Bachelor’s degree in Accounting or a related field with 15 hours in Accounting supplemented by one year of professional auditing experience is required.

SELECTION REQUIREMENTS:

This position requires applicants to complete an interview to include an Excel skills assessment.

The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

Preference will be given to candidates possessing the following:

Highest level of completed education

Previous work experience performing entry level accounting task in the area of internal and field auditing

Previous work experience auditing complex audits requiring the exercise of independent judgement

Previous work experience involving analyzing data and preparing summary reports of audit findings

Level of proficiency with Microsoft Word, Excel and
Outlook

NOTE: The candidate selected for hire must pass an airport background check and a Security Threat Assessment.

VETERANS PREFERENCE NOTE:

The City of Chicago offers Veterans Preference to both current, active military personnel AND military personnel who have served in the Armed Forces of the United States and have received an honorable or general discharge.

Eligible candidates must have at least six months of active duty documented. In order to receive the veterans preference, candidates need to indicate whether or not they are a veteran by answering "yes" or "no" to the question on the online application that asks, "Are you currently serving on active duty for at least six months in the Armed Forces of the United States OR have you served in the Armed Forces of the United States on active duty for at least six months and received an honorable or general discharge?"

In addition, you must attach documentation to verify your military service. For veterans, you must attach a copy of your DD214 to your online application which includes character of service status OR a letter from the United States Veterans Administration on official stationary stating dates of service and character of service.

For active military personnel, you must attach a letter from your Commanding Officer on official stationary verifying your active duty, length of service, and character of service in the Armed Forces of the United States AND a copy of your military ID to your online application.

Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.

Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code.
